This is an abbreviated unitard dance costume, probably for tap dancers.  The silvery top is not stretchy, but the black velvety shorts-bottom with black sequin side trim is quite stretchy.  You put on the costume by stepping into the unzipped suit and then wiggle it on as you move it up your body, put your arms into the long sleeves, and then zip up the front to whatever length of exposure you want in the bodice area.  The costume comes with a 39" x 2 3/4" strip of matching silver sequin fabric which can be worn as a headband or belt or whatever.  The silver top has a wide collar which can be worn in a variety of ways, turned up or down.
